A Handbook for Meaningful Stakeholder Engagement: A Tool to Support State Education Agencies in Planning and Implementation of ESSA is a toolkit designed to support state education agencies (SEAs) as they plan and put in place stakeholder engagement strategies and transition to implementation of the Every Student Succeeds Act (ESSA). It is intended to complement The Council of Chief State School Officer’s publication, Let’s Get this Conversation Started: Strategies, Tools, Examples and Resources to Help States Engage with Stakeholders to Develop and Implement their ESSA Plans. The toolkit is divided into four parts: (1) key decision points; (2) framework for building strategies; (3) explicit requirements in ESSA; and (4) tools, resources, and templates. The toolkit includes links throughout the different sections to a host of resources related to implementing ESSA.
A P-3 Approach and its Effectiveness in Closing Achievement Gaps, a presentation from the Center on Enhancing Early Learning Outcomes (CEELO), describes implementation of the Hawaii P-3 Initiative, along with findings from a five-year RAND evaluation of the Initiative which showed a statistically significant improvement in third grade reading scores in the five communities, narrowing the achievement gap. This guide from the Center on Great Teachers and Leaders is tool designed to assist states and districts in constructing high-quality teacher evaluation systems in an effort to improve teaching and learning. This tool is not a step-by-step guide to devising a teacher evaluation system. Rather, it is intended to facilitate discussion and promote coherence in the development process.
This Center on School Turnaround publication is designed for use by schools, districts, and state education agencies to assess the content and quality of school improvement plans. The publication includes a rubric that can be used to create, organize, and assess improvement plans and effort. It can be used by districts to facilitate and coach co-creation of effective school improvement plans. State education agencies can use the rubric to better conceptualize how they support districts in analyzing their school improvement plans--especially those districts with low-performing schools. The rubric will help jump start the process of planning for success, building momentum, and turning around schools.
This report from the Center on Enhancing Early Learning Outcomes describes readiness and opportunity gaps in access to high quality early education. The report is organized into four main sections. The first describes the "readiness gaps" at kindergarten entry as of 2010. The remainng sections examine the extent to which there are "opportunity gaps" in the early care and education services that may be associated with those readiness gaps.
