Communication tools that states use to provide Every Student Succeeds Act (ESSA) information are featured on this site. Some states have produced and published documents and presentations for stakeholders to provide an overview of ESSA requirements. Many of these state-developed documents provide further information on how ESSA is expected to impact state accountability systems. Other states have elected to create videos as a tool to share information and answer questions about the law and its impact. Selected examples of state communication tools are highlighted .
The Role of Strategic Communications in the Transition to New Academic Standards and Assessments: Case Studies of Tennessee and Kentucky is intended to inform state leaders and policymakers as they navigate the process of implementing new college- and career-ready standards. Both Kentucky and Tennessee implemented the Common Core State Standards in their respective education systems. Examples of well-organized communication and change management processes to implement education reform are highlighted, as are lessons learned. The publication includes sections focusing on how to manage resistance to content standards adoption and implementation and on considerations for policymakers as they implement multiple large-scale reforms.
This guide is divided into two parts. Part I provides an overview of the state education agency’s (SEA’s) oversight role in Every Student Succeeds Act (ESSA) programs, and discusses the importance of developing a strategic vision for how the SEA will approach oversight. Part II highlights thirteen oversight responsibilities SEAs have under federal law, describes how SEA oversight activities influence local education agency implementation of ESSA programs, and provides examples of possible oversight activities SEAs might carry out in different situations.
