New America’s Dual Language Learners National Work Group has been keeping a close eye on the genesis, passage, and early implementation of the Every Student Succeeds Act (ESSA). They have analyzed how the law, the primary federal legislation governing elementary and secondary education, changes No Child Left Behind’s English learner (EL) policies. The U.S. Department of Education's ESSA Consolidated State Plans webpage provides information on requirements for consolidated state plans, including two recent webinars that discuss updated requirements and the peer review process. The peer review criteria are intended to help states as they develop state plans and also to inform peer review teams in their evaluation of the state plans. The webpage also includes resources and templates as well as updates on plan submission.
